Earlier this year, DWC authored a state bill, SB 678 "Unaccompanied Women Experiencing Homelessness Act of 2021," that was introduced in the CA State Senate by Senator Susan Rubio (SD-22). This historic piece of legislation will make California the first state to recognize unaccompanied women as a unique subpopulation. It will also require the state to collect data on unaccompanied women in order to set measurable goals towards reducing their rate of homelessness.

SB 678 represents a direct continuation of our work in 2020 to push both the City and County of Los Angeles to designate unaccompanied women as a recognized homeless subpopulation and to consider programs that will better address their needs. So far, SB 678 has garnered over 42 endorsements and received two unanimous and bipartisan committee votes in the California State Senate – but we still have a long way to go

Housing First is a research-based solution to ending homelessness that prioritizes providing housing to individuals experiencing homelessness as quickly as possible without preconditions. This approach is based on the belief that people require their food, shelter, and safety needs to be met first in order to begin the path to personal stability.
